Page 243, after line 42, insert:
"C. The Department of Medical Assistance Services, in cooperation with the Joint Commission on Health Care, shall compile a written report for the General Assembly on the Medicaid program which provides detailed information on allowable coverage of individuals and services under federal law and regulations.  The report shall also include information on the coverage provided under the State Plan for Medical Assistance, as well as estimated costs to provide Medicaid-covered services to individuals and services currently not covered, but allowable under Title XIX of the Social Security Act. The Department shall provide recommendations, in a ranked order, on which services currently not covered under the State Plan for Medical Assistance would serve the most people, providing the most cost-effective use of state funds.  The Department shall complete its report and submit it to the Chairmen of the House Appropriations and Senate Finance Committees, and the Joint Commission on Health Care, by December 15, 2000."
