"D. Out of this appropriation, $500,000 the first year and $1,000,000 the second year from the general fund is provided to support the establishment of a private, non-profit foundation concerned with the long-term care needs of older and disabled Virginians.  These funds shall be matched with local public and private resources to enhance access to long-term care services for Virginia’s elderly and disabled population.  Any funds in this item intended for long-term care demonstration projects of the Virginia Long-Term Care Foundation which are unexpended as of June 30, 2001, and June 30, 2002, shall be reappropriated for use by the Foundation in the succeeding year.  The Foundation shall account for the expenditure of these funds by providing the Governor, the Secretary of Health and Human Resources, the Chairmen of the House Appropriations and Senate Finance Committees, the State Health Commissioner, the Director of the Department for the Aging, and the Chairman of the Joint Commission on Health Care with a certified audit and a full report on Foundation initiatives and results, including evaluation findings, not later than October 1 of each year for the preceding fiscal year ending June 30."
