"D. The Department of Health shall identify actions and strategies that will be taken by the Department to ensure that funds appropriated for dental health services are spent on dental services.  In addition, the Department shall also study the condition and utilization of the dental trailers throughout the Commonwealth and make recommendations regarding their future use.  The Department shall submit its findings and recommendations on these two issues to the Chairmen of the Governor, Senate Finance Committee, the House Appropriations Committee, and the Joint Commission on Health Care by September 15, 2000."

Explanation
(This amendment directs the Department of Health to report to the Senate Finance Committee, the House Appropriations Committee and the Joint Commission on Health Care on actions being taken by the Department to ensure that funds appropriated for dental services are, in fact, spent on dental services. A Joint Commission on Health Care (JCHC) study found that a significant amount of the funding appropriated for dental services is spent on other health care services. The requested language also directs the Department to study the condition and utilization of the dental trailers throughout the Commonwealth. The JCHC study raised questions regarding the condition and utilization of the dental trailers. This is a recommendation of the Joint Commission on Health Care.)
