Page 113, after line 17, insert:
"3a) The appropriations for basic aid include $1,500,000 the first year and $1,500,000 the second year from the general fund for an incentive fund for school divisions to purchase textbooks employing systematic phonics to teach reading in kindergarten through second grade.  
b) To receive incentive funding, each school division must submit a grant application. Further, to receive funding each school division must certify to the Department of Education that the textbooks have been determined by independent reviews by state education agencies in Virginia or other states to be at least 50 percent decodable.
c) Local school divisions shall provide a local match based on the composite index of local ability-to-pay."
