Explanation
(This amendment is one of two returning 100 percent of the lottery profits to local school divisions for the Educational Excellence Trust Fund program. This amendment adds back to Basic Aid, the portion currently returned to localities as the state share of basic aid payments. The lottery hold harmless is eliminated because all school divisions would receive more funding under this proposal, making the hold harmless unnecessary. In addition, the $55.0 million each year in general funds for school construction grants in the introduced budget is used for basic aid payments, because the Education Excellence Trust Fund program is dedicated to school construction and other nonrecurring expenditures.)
