Explanation
(This amendment is one of two returning 100 percent of the lottery profits to local school divisions for their own use. This amendment adds back to Basic Aid, the portion currently returned to localities as the state share of basic aid payments. The lottery hold harmless is eliminated because all school divisions would receive more funding under this proposal, making the hold harmless unnecessary.)
