Explanation
(This amendment provides funding (1) to expand the at-risk four-year-old program to include children currently served in such preschool programs with Title I federal funding ($8.5 million each year); (2) to allow localities to participate in the program if the locality has half-day instead of full-day programs; and (3) changes the local match for the program from the composite index to the composite index or .5000, whichever is lower for the locality ($2.0 million each year).)
