Explanation
(This amendment makes two adjustments in the level of funding for new helicopters and pilots. First, the amendment phases in the hiring of the pilots to coincide with the beginning of the October 2000 State Police Academy, resulting in a savings of $100,000 the first year. Second, the amendment extends the term of the lease-purchase financing for the helicopters from seven to ten years. The budget, as introduced, was based on a seven-year lease. However, ten years is consistent with minimal useful life for helicopters. This adjustment results in a savings of $586,800 each year. Language is included which specifies that the Department of State Police has the authority to enter into a private lease-purchase agreement for the financing.)
