Explanation
(This amendment phases in funding for substance abuse treatment as part of the Substance Abuse Reduction Effort. This amendment provides (i) $1,500,000 the first year and $3,000,000 the second year for outpatient treatment; (ii) $477,000 the first year and $967,250 the second year for residential transitional treatment; and (iii) $234,931 the first year and $681,735 the second year for drug relapse prevention. The source of the nongeneral funds in the first year is Violent Offender Incarceration and Truth-in-Sentencing Incentive Grants, of which 10 percent of the fiscal year 1999 award to Virginia may be used for offender drug testing and intervention programs.)
