Explanation
(This amendment provides scientific research and background for the planned development of port facilities, highway access, and waterway access in Virginia by establishing a Chesapeake Bay/Middle Atlantic Bight observing system which will be integrated into computer models of the harbor. The Virginia Institute of Marine Science will collaborate with Old Dominion University in this program.)
