"Out of the amounts in this Item shall be available $25,000 the first year from the general fund to conduct a market analysis and develop a business plan regarding establishment of a shipping point market for fruit growers in the Piedmont-Roanoke Region of the Commonwealth.  The study will consider the appropriate location of the facility, the appropriate size of the facility, the number of cooperative growers that would use the facility, the marketing and distribution plan for facility products, and preliminary construction and operating cost estimates for such a facility.  The study shall be provided to the Governor, the Chairmen of the Appropriations and Agriculture Committees of the House of Delegates, and the Chairmen of the Finance and Agriculture Committees of the Senate.  The remaining general fund amounts provided for in this Item may be used, with the approval of the Governor, to complete necessary environmental assessments and architectural and engineering design of such a facility."

Funding for the project is provided through the Virginia Public Building Authority, pursuant to House Bill 32.)
