Page 359, after line 27, insert:
"E. From the Priority Transportation Fund, $2,000,000 the first year shall be made available to the Smithsonian Institution for the "Virginia Appropriation" per the requirements of the Memorandum of Understanding between the Commonwealth and the Smithsonian Institution concerning the National Air and Space Museum Extension.
F.  From the Priority Transportation Fund, $511,113 the first year and $509,175 the second year shall be used for debt service for bonds issued by the Virginia Resources Authority for the Eastern Shore Railroad.
G.  From the Priority Transportation Fund,
$1,500,000 the first year and $852,000 the second year shall be provided for matching funds required by the Water Resources Development Act of 1986 (Public Law 99-662), as amended, for a study of the eastward expansion of the federally owned Craney Island Dredged Material Management Area. The study is the result of a resolution passed on September 24, 1997, by the U.S. House of Representatives.
H.  From the Priority Transportation Fund, $700,000 is designated to begin deepening of the Norfolk Harbor to a depth of 50 feet. This is the state's first share of the cost of this phase of the project, which is expected to be complete in FY 2004.
I.  From the Priority Transportation Fund, $1,000,000 the first year and $1,000,000 the second year is designated for the Virginia Center for Transportation Research."

(This amendment provides for payment in the 2000-02 biennium for selected projects identified in House Bill 608 and House Bill 783.)
