Page 341, after line 47, insert:
"H.  The Department of Technology Planning shall explore the advisability of future collaboration among Virginia's institutions of higher education in the development, operation, and interoperability of their administrative computer systems.  In conducting the study, the Department of Technology Planning shall be assisted by representatives of the colleges and universities, the staff of the State Council of Higher Education, and others with relevant professional experience.  The study shall consider (1) the findings of the Distance Learning Steering Committee, established under Item 127. E. of Chapter 935, 1999 Acts of Assembly; (2) current collaborative efforts among the institutions involving technology applications; (3) advances in collaborative administrative systems in use or under consideration in other states or regions; and (4) other trends in the delivery of higher education and the administrative systems that support instruction.  The Department of Technology Planning shall submit an interim report by November 1, 2000, and a final report by November 1, 2001, to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees."
