A. The Department of Juvenile Justice shall retain all funds paid for the support of children committed to the department to be used for the security, care and treatment of said children.
B. Any revenues collected from the provision of beds in the Culpeper Juvenile Detention Center in excess of the appropriation for that facility shall be deposited to the general fund.
C. The Department of Juvenile Justice shall provide a report to the 2001 General Assembly Session on the LEADER program. This report shall include an assessment of the impact of the LEADER program in reducing recidivism.
D. From this appropriation, the Director, Department of Planning and Budget, may transfer operating expense appropriations to support the changing needs for private placement beds that may occur during the biennium.
