"C.  Out of the amount for Disaster Operations shall be paid to the City of Franklin $4,000,000 from the general fund the first year for disaster relief, as an amount roughly equivalent to the two cents of sales tax revenues as defined in § 58.1-608.3, Code of Virginia, expected to be remitted to the Commonwealth by the City of Franklin during the 2000-2002 biennium."


Explanation
(This amendment provides $4,000,000 the first year from the general fund for the City of Franklin to renovate its Public Safety Building and reconstruct its City Hall, because of the damage to these facilities resulting from the flooding of September 1999 in the wake of Hurricane Floyd. This appropriation is an amount roughly equivalent to two cents of the sales tax revenues expected to be remitted by the City of Franklin to the Commonwealth in the biennium.)
