Pursuant to § 28.2-1210, Code of Virginia, $100,000 the first year and $100,000 the second year from the general fund shall be allocated for projects to remove abandoned vessels, deteriorated structures and waterway obstructions posing a hazard to recreational boating and the natural environment in the Elizabeth River. Any unexpended general fund balances remaining on June 30, 2000, June 30, 2001, and June 30, 2002, shall be reappropriated.
