Explanation
(This amendment adjusts the amount of Temporary Assistance to Needy Families (TANF) block grant funds that are estimated to be unspent at the end of fiscal years 2000, 2001, and 2002, based on projected fiscal year 2000 benefit payments, spending levels, amounts appropriated by the 2000 General Assembly, and provisions in the introduced budget for TANF spending. TANF reserves are estimated to be $72.3 million at the end of fiscal year 2000, $22.9 million at the end of fiscal year 2001, and $29.8 million at the end of fiscal year 2002. Provisions for TANF spending in the introduced budget are modified to allow the Governor to authorize TANF spending up to $5.0 million per year for grants for hard-to-serve individuals. Language is eliminated that would allow TANF funds of up to $10.0 million per year to be spent on access to education and job opportunities through personal computers and the Internet.)
