"N.  Out of this appropriation, $1,000,000 the first year and $1,000,000 the second year from the general fund is provided for mental health services for children and adolescents with serious emotional disturbance and related disorders, including those adolescents who may be residing in detention centers.  The Department of Mental Health, Mental Retardation and Substance Abuse Services shall provide these funds to community services boards through the annual Performance Contract.  These funds shall be used exclusively for non-mandated children and adolescents identified and assessed through the Family and Assessment Planning Teams and approved by the Community Policy and Management Teams of the localities.  The Department of Mental Health, Mental Retardation and Substance Abuse Services shall provide these funds to the community services boards based on an individualized plan of care methodology."


Explanation
(This amendment provides additional funding for children and adolescent mental health, mental retardation, and substance abuse services through local community services boards. Funding is contingent on the development of an individualized plan of care for children and adolescents who have been identified as being in need of services through local Family and Assessment Planning Teams.)
