Page 229, after line 24, insert:
"B.  The Department for the Aging, in cooperation with the Virginia Center on Aging and the Departments of Health, Medical Assistance Services, Mental Health, Mental Retardation and Substance Abuse Services, and Social Services, shall conduct a feasibility study and plan for the development of a statewide long-term care database to collect information on frail elderly and disabled citizens, their health care needs and health care usage.  The Department for the Aging shall submit the written plan for the development of the database to the Secretary of Health and Human Resources, the Directors of the Department of Planning and Budget and the Department of Technology Planning, and the Chairmen of the House Appropriations and Senate Finance Committees by December 1, 2000 for review and approval prior to beginning development of the statewide long-term care database."


Explanation
(This amendment requires the Department for the Aging to conduct a feasibility study and plan for developing a statewide long-term care database that consolidates information on health care needs and utilization from all agencies in the Health and Human Resources Secretariat. The plan must be approved prior to the system's development.)
