"G.1.  A Review Committee shall be established to assess long-term alternatives for providing and funding indigent care at the Medical College of Virginia Hospitals Authority and the University of Virginia Medical Center.  The Review Committee shall study issues related to indigent care, funding and fund accountability, governance, organizational structure, research, and other issues it deems germane to the provision and funding of indigent care.  In particular, the Review Committee shall assess the provision and funding of indigent care as it relates to the teaching and research missions of the two teaching hospitals.
2. The Review Committee shall be composed of two members appointed by the Governor; two members of the Senate appointed by the Senate Committee on Privileges and Elections, one of whom shall be a member of the Joint Legislative Audit and Review Commission;
four members of the House of Delegates, appointed by the Speaker, one of whom shall be a member of the Joint Legislative Audit and Review Commission; and one member each from the governing boards of the Medical College of Virginia Hospitals Authority and the University of Virginia Medical Center, to be appointed by the board chairmen.  The Secretary of Finance, the Secretary of Education, and the Secretary of Health and Human Resources will serve as ex-officio members of the Review Committee.  The Review Committee shall be chaired by one of the appointees of the General Assembly.
3.  Out of this appropriation, $500,000 from the general fund the first year is provided to the Joint Legislative Audit and Review Commission for consulting services.  Subsequent to an advisory meeting of the Review Committee, a request for proposal shall be jointly prepared by the Director of the Department of Planning and Budget and the Director of the Joint Legislative Audit and Review Commission.  The request for proposal shall be issued prior to September 1, 2000.  The staffs of the Department of Planning and Budget and the Joint Legislative Audit and Review Commission shall assist in the study as requested by the Review Committee.  The Medical College of Virginia Hospitals Authority, the University of Virginia Medical Center, the Auditor of Public Accounts, and all agencies of the Commonwealth shall cooperate in the conduct of  the study.  
4. The Review Committee shall make an interim report to the Governor and the General Assembly prior to the 2001 Session of the General Assembly and a final report with its findings and recommendations prior to the 2002 Session of the General Assembly."

(This amendment establishes a Review Committee to study funding of indigent care at the state academic health centers and provides $500,000 to the Joint Legislative Audit and Review Commission to procure consulting services to assist in the review.)
