(This amendment continues the spending authorization for services provided under the 1990 Carl D. Perkins Vocational Education and Applied Technology Act. These services were previously funded in the Department of Education. Under the federal Workforce Investment Act, the responsibility for these special programs now falls to Virginia Employment Commission through the Virginia Workforce Council.)
