"20. Technology Support Payments
A.  This appropriation includes $6,969,195 the second year from the general fund for the state share of providing a technology resource assistant to every high school, as well as division and regional vocational center, regional special education center, and regular school year regional Governor's School.  It is the intent of the General Assembly that these technology resource assistants will provide on-site support for the Standards of Learning Technology initiative.
B.  An additional appropriation of $2,973,045 the second year from the general fund is distributed for the state share of costs associated with the Standards of Learning Technology initiative, including test licensure and T1 lines, that cannot be supported through bond proceeds.  The allocation of these funds shall be based on a per pupil distribution based on the number of students reported in fall membership in grades 9 through 12, for those school divisions submitting the required documentation for participation in the Standards of Learning Technology initiative.
C.  Localities receiving the payments in A and B above are required to match these funds based on the composite index of local ability-to-pay."


Explanation
(This amendment provides a technology resource assistant to every high school, regional school, and Governor's School in the second year ($7.0 million). In addition, funding is provided in the second year for T1 lines, test licensure, and other costs that cannot be supported with bond proceeds, for those school divisions choosing to participate in the Standards of Learning Technology initiative ($3.0 million).)
