"d.  An additional state payment of $500,000 the first year and $500,000 the second year from the general fund is provided to the Board for alternative education programs specifically targeted to elementary students.  The Superintendent of Public Instruction shall issue program guidelines and request proposals from local school divisions interested in serving elementary school students.  Localities with schools selected for the programs shall match the state funding based on the composite index of local ability-to-pay."
