The Department of Motor Vehicles may enter into an agreement to lease facilities located in Clintwood, Virginia and Emporia, Virginia, for use as customer service centers, such lease not exceeding twenty years, and which may provide for the Department to take possession of such facilities at the expiration of such leases. Any such agreement shall be subject to review and approval by the Department of General Services.
