Page 324, line 1, after "Virginia" insert: ", up to $100,000 the second year from nongeneral funds.  In the event that the Department of Social Services does not implement the Memorandum of Understanding by April 30, 2000, the Department of Planning and Budget shall transfer from this Item, $100,000 the second year from the general fund to Item 333 A.1. to support this project".


Explanation
(This amendment directs the Department of Planning and Budget to transfer $100,000 from the general fund in the Department of Social Services to Comprehensive Health Investment Project of Virginia to expand the CHIP program in Southwest Virginia, in the event that the Department does not execute a Memorandum of Understanding to pilot the use of foster care prevention funds for program expansion to at-risk families. Language was added during the 1999 Session to require the Department to enter into this agreement; however, the agreement has not yet been executed.)
