Page 497, after line 18, insert:
"I. If actual general fund revenue collections for the fiscal year ending June 30, 2000 exceed official estimates contained in this act, after adjusting such excess for the deposit to the Revenue Stabilization Fund required pursuant to the Virginia Constitution, Article X, § 8 and the deposit to the Virginia Water Quality Improvement Fund required pursuant to § 10.1-2128, Code of Virginia, the Governor is hereby directed to provide $2,000,000 from the general fund to the National D-Day Memorial Foundation for the completion of the National D-Day Memorial in Bedford.  The payment shall be made in accordance with the provisions of § 4-5.07 of this act.  As a condition of this appropriation, the National D-Day Memorial Foundation shall agree to forego any additional appropriations for the Memorial or the Foundation for any purpose in future years, other than that provided for in House Bill 30, passed by the 2000 General Assembly and signed into law by the Governor."


Explanation
(This amendment provides funds to complete the National D-Day Memorial in Bedford, in the event that general fund revenues for fiscal year 2000 exceed official estimates contained in House Bill 30, after adjusting for mandatory deposits to the Revenues Stabilization Fund and the Virginia Water Quality Improvment Fund. As a condition of the funding, no additional state general funds would be provided to support the Memorial for any purpose in future years, other than the appropriation made for the 2000-2002 biennium in House Bill 30 by the 2000 General Assembly.)
