Authority: Discretionary Inclusion.
A. Organizations that are primarily of historic significance are underlined in the list set out in paragraph G of this Item and appropriations in this Item for such organizations shall be administered by the Department of Historic Resources, under the provisions of §§ 10.1-2211, 10.1-2212, and 10.1-2213, Code of Virginia. The Department of Planning and Budget shall effect an appropriation transfer from this Item to the Department of Historic Resources for that purpose. All others shall be administered by the Department of Planning and Budget under the provisions of § 2.1-394.1, Code of Virginia, and § 4-5.07 of this act. Notwithstanding the provisions of § 4-5.07, and unless otherwise specified in this Item, the matching amounts for grants funded from this Item may be in cash or in-kind. The Department of Planning and Budget and the Department of Historic Resources shall develop policies and procedures, either individually or jointly, to govern these cash and in-kind matching amounts.
B. Prior to the distribution of any funds administered by the Department of Planning and Budget under § 2.1-394.1, Code of Virginia, the organization or entity shall make application to the Department in a format prescribed by the Department. This application shall designate whether grant funds provided under this Item will be used for purposes of operating support or capital outlay.
C. The appropriation to those entities in this Item that are marked with an asterisk (*) shall not be subject to the matching requirements of § 4-5.07 of this act.
D. The Department of Planning and Budget and the Department of Historic Resources shall report the results of their actions under paragraphs A and B of this Item to the Chairmen of the House Appropriations and Senate Finance Committees no later than August 1 of each year.
E. 1. Any balances not drawn down by recipient organizations on June 30, 1998, from appropriations made to historic landmarks and nonstate agencies in Items 417 and 552 of Chapter 924, 1997 Acts of Assembly, shall not revert to the general fund, but shall be carried forward on the books of the Comptroller. These balances shall remain available for distribution to affected organizations until December 1, 1998, at which time any undistributed balances shall revert to the general fund. The Governor shall report amounts reverted and the affected organizations in the 1999 Budget Bill.
2. The balances indicated for FY 1998 grants for the following organizations were reverted to the general fund on December 1, 1998, pursuant to the preceding paragraph:

F. Any June 30, 1998, and June 30, 1999, unexpended balances for Financial Assistance for Historic and Commemorative Attractions grants, and for Survey and Planning Cost Challenge Agreements within Historic Structures Conservation and Assistance Services are hereby reappropriated if the following conditions are met:
1. The organization awarded the grant shall have obtained the required matching funds;
2. The organization shall have a written plan to complete the project within one more year, in accordance with policy established by the Department of Historic Resources, and the plan shall have been approved by the Department; and
3. The unexpended balances for a grant shall be reappropriated once only, unless the General Assembly authorizes an additional reappropriation.
