"Z. It is the intent of the General Assembly that Medicaid reimbursement to nursing facilities be sufficient to hire, train, and retain the necessary nursing staff to provide high quality care.
1. The Department of Medical Assistance Services shall increase the nursing facility reimbursement to the direct care operating ceiling to provide a salary increase for certified nurse aides across the state to be effective July 1, 1999.
2. The Department of Medical Assistance Services shall work with affected provider groups to determine how to best monitor nursing facilities, to ensure that increased reimbursement is used to supplement salaries of certified nurse aides and to assess the impact of the salary increase on staff turnover."


Explanation
(This amendment provides funds for an average per diem increase in nursing facility reimbursement of $10/day. Of this amount, $28 million is intended as an increase in Certified Nursing Assistant (CNA) salaries of an average of $2.00/hour. The language amendment requires development of a method to ensure that a portion of the increase is passed on to CNAs.)
