"c.  The purposes of the Steering Committee are: (1) to establish a peer review committee of Electronic Campus member institutions to evaluate proposals for the pilot program outline in L.1. above and the grant program in L.2. above, (2)  to receive and review recommendations of the peer review committee pursuant to L.1. and L.2. above and to award support for initiatives, and (3) to assess the benefits of the electronic Campus of Virginia in making quality educational degree programs widely available to the people of Virginia at affordable costs.  It is the intent of the General Assembly that by October 1, 2001, the Steering Committee shall report its findings to the Governor and to the Co-Chairmen of the House Appropriations and Senate Finance Committees."


Explanation
(This amendment provides an additional $500,000 from the general fund in the second year and makes several changes to language relating to pilot distance learning projects. Generally, management of the pilot projects is shifted from a steering committee to the "Electronic Campus of Virginia," which is composed of Virginia Tech, Virginia's community colleges, and other institutions that offer courses via the Internet. The steering committee becomes an advisory committee composed of the Secretary of Education, the Secretary of Technology, the Director of the Department of Planning and Budget, the Director of the State Council of Higher Education, four representatives from the public institutions of higher education, staff from the House Appropriations and Senate Finance Committees, and two representatives of the Governor's Blue Ribbon Commission on Higher Education. The amendment would add a representative of independent institutions and the chairman of the Electronic Campus of Virginia to the steering committee.)
