Page 127, after line 6, insert "f.  This appropriation includes $250,000 from the general fund in the second year to establish community-based programs for suspended and expelled students to provide interim instruction programs,  and intervention and supervision for students in the public schools who have been suspended, excluded, or expelled from regular school attendance.  The Board of Education shall provide maximum flexibility in the regulations to allow such programs to meet the unique needs of students.  Eligible programs must be nonprofit, tax-exempt public or private organizations that provide for parental participation in, and community support for, the program, and work cooperatively with local law-enforcement agencies, the courts, public schools, business and industry, and community groups and organizations."

(This amendment is a recommendation of the Joint Subcommittee Studying the Status and Needs of African-American Males.)
