Page 106, after line 21, insert "4.  Out of the federal Perkins funds provided to the Department of Education, no less than the funding level provided in the first year ($2,280,000 for program grants and $175,000 for the program Coordinator and administrative costs of the program) or 10.5 percent of the total Perkins grant, whichever is smaller, shall be set aside to coordinate and fund Virginia's Education for Independence Programs on an annual basis."


Explanation
(This amendment ensures an on-going commitment of federal funding provided under the Carl D. Perkins Vocational and Technical Education Act for Virginia's Education for Independence programs. Historically, the federal law provided a 10.5 percent set-aside for Virginia's Education for Independence programs. These vocational education programs provide job skills and support services for single parents, displaced homemakers, young women needing to support themselves and their families, and other targeted groups. The current law, going into effect July 1, 1999, no longer provides the set-aside funding, but provides flexibility to the states. There are currently forty programs supported by these funds across the Commonwealth, 27 at community colleges and 13 in secondary schools. These programs serve 6,500 students. This amendment would establish the intent of the General Assembly that these programs continue to receive support from the Perkins funds.)
