"The Director of the Department of Planning and Budget shall authorize an interest-free treasury loan totaling up to $900,000 for this project, to be repaid by the college on an annual basis over a period not to exceed five years, based upon the savings achieved as a result of the project."

Explanation
(This amendment authorizes the use of a treasury loan, to be repaid from energy efficiency savings involving a $5.7 million heating and cooling system improvement project at the College of William and Mary.)
