1. There is hereby established a Task Force on Space Utilization at the Seat of Government. This task force shall be comprised of a member to be appointed by the Chairman of the Senate Finance Committee, a member to be appointed by the Chairman of the House Appropriations Committee, the Secretary of Finance, and the Secretary of Administration. The purpose of the Task Force is to assess existing and future space needs at the seat of government.
2. The Task Force will be supported by a technical advisory committee comprised of the Director of the Department of General Services, or his designee; the Director of the Department of Planning and Budget, or his designee; the State Treasurer, or her designee; and the staff from the Senate Finance and House Appropriations Committees. At its request, the staff of agencies located at the seat of government shall assist the technical advisory committee.
3. The Task Force shall determine the cost-effectiveness of leasing space, renovating underutilized state-owned space, and constructing or purchasing new office space to meet current or additional space needs. The study shall also include recommendations for moving agencies from leased space into state-owned space if the relocation saves the state money when compared to outside lease rates.
4. The Task Force shall report its findings and recommendations to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees by October 15, 1999.
