"From this item, the Virginia Department for the Visually Handicapped, with the approval of the Governor as otherwise provided by law, is authorized to expend funds to acquire a parcel of land that is adjacent to the current property, fronting on Leonard Street and its corner with Bainbridge Street, and to demolish the two structures currently occupying the site."

Explanation
(This amendment authorizes the acquisition of a parcel of land in the city of Charlottesville from funds in this appropriation, so as to eliminate traffic congestion and enable compliance with city zoning ordinances.)
