A. Out of the amounts for Prosecutorial Training shall be paid one-half of the salary and employee benefit costs of the Administrator, subject to the provisions of § 4-6.01 j 1 of this act. The salary of the Administrator is listed in § 4-6.01 c 6 of this act.
B. The Commonwealth's Attorneys' Services and Training Council, with the assistance of the Compensation Board, shall review the impact of the provisions of Item 73, paragraph E, relating to the addition of prosecutor positions in Juvenile and Domestic Relations District Courts in jurisdictions with high levels of juvenile criminal prosecutions. The review shall include an analysis of the workloads of these new positions and the types of offenses included in those workloads. A final report shall be presented to the 1999 Session of the General Assembly.
C.1. Included within this appropriation is $25,000 the second year from the general fund for the installation and maintenance of a case management software system at the agency's main office.
2. The Commonwealth’s Attorneys’ Services Council, prior to making its case management system software available for general use by the local Commonwealth’s Attorneys’ offices, shall submit to the Secretary of Public Safety for his approval a plan for distributing and maintaining the software. An oversight committee, composed of representatives from the Council on Information Management, Department of Information Technology, Department of Planning and Budget, and the office of the Secretary of Public Safety, shall be established to review any such plan and make recommendations to the Secretary of Public Safety on its viability and anticipated cost. All aspects of the implementation of any plan, including the development of any requests for proposal, memoranda of agreement with other state or local agencies, or contracts, shall be approved by the Secretary of Public Safety, based upon the review and recommendations made by the oversight committee. Once a plan is approved, the Council shall submit periodic reports, as directed by the Secretary of Public Safety, to this committee regarding its progress in implementing it. The Council shall not commit to any other proposals for distributing or maintaining the case management system software, including any proposal for a statewide network or database, other than the plan approved by the Secretary of Public Safety.
