Page 348, following line 15, insert:
"M. From such federal funds as are made available for state agencies the first year pursuant to the Juvenile Accountability Incentive Block Grant, the Department shall provide a grant of up to $155,000 to the Department of Juvenile Justice to establish a sex offender treatment program at the Culpeper Juvenile Correctional Center; a grant of up to $2,000,000 for the renovation of the Hanover Juvenile Correctional Center; and a grant of up to $600,000 for additional juvenile probation officers for screening and assessment of certain juvenile offenders for substance abuse.  Should additional federal block grant funds be made available the second year, the Department shall provide funds to the Department of Juvenile Justice for the acquisition of the Natural Bridge Juvenile Correctional Center from the United States Forest Service and the renovation of the center upon acquisition by the Commonwealth, and for additional juvenile probation officers for substance abuse screening and assessment.
N. From such federal funds as are made available for local governments the first year pursuant to the Juvenile Accountability Incentive Block Grant, the Department shall provide funds to the Department of Juvenile Justice to establish juvenile delinquency prevention programs in Buckingham and James City Counties, and to provide a grant of up to $200,000 for the City of Richmond Department of Juvenile Justice Services to establish a program to serve juveniles who have a parent or sibling who is incarcerated.
O. From  such federal funds as may be available, the Department shall provide a grant of up to $50,000 the second year to the Department of Juvenile Justice to conduct a study, in consultation with the Commission on Youth, of suggested staffing ratios for post-dispositional detention programs."
