A. The Department shall waive fees for Water Protection Permits required for maintenance dredging and the placement of dredged materials by the United States Corps of Engineers in Accomack County.
B. The Department of Environmental Quality shall provide quarterly reports to the Chairmen of the House Committees on Appropriations and on Conservation and Natural Resources and the Senate Committees on Finance and on Agriculture, Conservation and Natural Resources, on its progress in implementing an air pollution operating permit program pursuant to Title V of the federal Clean Air Act.
C. The Auditor of Public Accounts shall examine the current and projected revenues and expenses of the Department of Environmental Quality to determine if permitting, licensing, and other fees provide sufficient resources to fund related operations and, if not, the feasibility of whether such fees can fund all related operations. If these activities are not self-sustaining, the Auditor will determine the extent to which these operations depend on general fund resources. This review shall include both current and future operating costs to consider whether the Department should maintain working capital reserves and, if necessary, propose methods to calculate and maintain these reserves. The Auditor of Public Accounts shall complete his work and report his findings to the Chairmen of the House Committees on Appropriations and Conservation and Natural Resources, and the Senate Committees on Finance and Agriculture, Conservation and Natural Resources, by December 1, 1998.
