Explanation
(This amendment provides an increase in federal funds from the TANF block grant on welfare reform, as the estimated fiscal impact of Senate Bill 1190. That bill eliminates the "deprivation" requirement in determining eligibility for welfare payments. Currently, welfare payments to the custodial parent of a child can be terminated if the absent parent becomes involved in the child's life -- even if there is no increase in income for the family. This bill eliminates the requirement that children be deprived of care, so now unemployed absent parents could become involved with their children without jeopardizing welfare payments to the family. The current "on-and-off" payments would be reduced, thereby slightly increasing the overall cost of welfare. A companion amendment in Item 409 reduces the estimated $64.9 million balance in the federal TANF grant by an equal amount.)
