A.  The Special Funds provided for in this item shall be made available from deposits to the Conservation Resources Fund, which have been made as a result of land transfer payments to the Commonwealth for certain properties in the Elko Tract in Henrico County.
B.  The state share of funding provided for in this item shall be matched in an equal amount from local or private sources.
C.  The project authorized herein may be completed as either a state or local construction project, as mutually agreed upon by the Department and affected localities."
