"3.  Notwithstanding §46.2-205 and where feasible and cost efficient to the Department of Motor Vehicles, the department may compensate agencies appointed pursuant to §46.2-205 at a fixed rate of three percent of gross collections made by the agency during each fiscal year to encourage operating efficiencies through the electronic processing of agency transactions directly to the department."

Explanation
(This amendment authorizes the Department of Motor Vehicles to compensate license agencies at a fixed rate of three percent of gross collections made by the agency in a fiscal year for those agencies equipped with automated computer systems that electronically process transactions to the department. License agents currently are compensated on a sliding scale based on the amount of collections during a fiscal year. Only about ten agents process transactions electronically to the department. The amendment would serve as an incentive for license agents to use electronic processing.)
