"The Commonwealth Transportation Board shall allocate $4,189,437 in transportation revenues in the second year for the first year of a 10-year plan to pay off bonds issued to finance the Coleman Bridge replacement project.  Toll charges for use of the bridge shall be reduced proportionately to this reduction in the bond balance, which currently is $46.6 million."
