A. No funds from this appropriation shall be expended for the purpose of privatizing correctional education services at new correctional facilities operated by the Departments of Corrections or Juvenile Justice prior to the completion of a cost-benefit analysis by the Department of Correctional Education and approval by the General Assembly.
B. Out of this appropriation the Department may provide such positions as are required to provide educational services for detention centers operated by the Department of Corrections.
C. Included in this Item is $850,000 the first year and $568,574 the second year from nongeneral funds to provide educational services to inmates housed in Sussex II State Prison under the Commonwealth's contract prison bed program. The Department is authorized to obtain a treasury loan to cover any costs incurred before sufficient revenues are received to cover these costs.
D. Included in this Item is $650,000 $550,000 the first year and $350,000 the second year from nongeneral funds to pay the costs of providing educational services to inmates housed in Wallens Ridge State Prison under the Commonwealth's contract prison bed program, through a distance education pilot project. The Department is authorized to obtain a treasury loan to cover any costs incurred before sufficient revenues are received to cover these costs.
