"H.  The Department shall complete a study of African-American burial practices and patterns in order to develop a broad context and criteria for the identification and evaluation of historic African-American cemeteries.  The Department shall report the results of the study to the Secretary of Natural Resources and the Chairmen of the House Appropriations and Senate Finance Committees by October 1, 1999.  Included in this appropriation is $50,000 the second year for the study."


Explanation
(This amendment funds a study by the Department of Historic Resources with a goal of providing greater recognition for historic African-American burial sites and cemeteries of both the slave and post-Civil War era. The directed study would create the appropriate framework for the achievement of formal historic recognition of the cultural resources associated with African-American history in the Commonwealth.)
