"B. Out of the appropriation for this item, the Board of Medicine shall develop a program for the licensure and regulation of medical doctors performing abortions.  At a minimum, such regulations shall provide that only physicians certified by the American College of Obstetrics and Gynecology may perform abortions and that informed consent criteria show proof of liability insurance or have hospital admitting privileges."

(This amendment directs the Board of Medicine to develop a regulatory program for physicians who perform abortions.)
