Page 150, after line 57, insert:
"M.  The State Council of Higher Education shall develop and adopt criteria for reviewing requests from Old Dominion University for the extension of TELETECHNET in the Commonwealth.  The criteria shall include the impact of the proposed extension on the institutions of higher education that already provide in their service areas the courses TELETECHNET would provide.  Effective upon passage of this act, TELETECHNET services shall not be extended from current locations without the formal approval of the State Council of Higher Education.  Further, the State Council of Higher Education shall examine the extent to which TELETECHNET courses currently are impacting institutions of higher education that provide the same courses that TELETECHNET provides, and Old Dominion University shall terminate those TELETECHNET courses that the State Council finds by August 1, 1999, are negatively impacting institutions that provide the same courses."


Explanation
(This amendment requires Old Dominion University to seek the approval of the State Council of Higher Education prior to extending TELETECHNET services in the Commonwealth. Through TELETECHNET, students may receive the third and fourth years of their college education by taking televised courses that originate at ODU and are transmitted to a community college. Also, the amendment requires the State Council to evaluate existing TELETECHNET services for their impact on institutions of higher education that provide the same courses.)
