"In addition, as a condition of receiving the state payment for fiscal year 2000, the school division must certify to the state Department of Education, no later than December 1, 1999, that they have met the following conditions:  1) a mentor has been assigned to assist every first-year probationary teacher;  2) new positions have been filled by hiring licensed instructional personnel with endorsements in the relevant subject areas;  3) financial support is available for teachers attending professional development seminars or for those teachers seeking national certification;  4) a performance evaluation program has been developed for instructional personnel that is appropriate to the tasks performed and that includes criteria for assessing employee skills and knowledge and improvement in student achievement; and 5) a performance evaluation program has been developed for principals, assistant principals, and supervisors that includes criteria for assessing employee skills and knowledge and improvement in student achievement, for achieving building-level gains in student learning, and for addressing school safety and enforcing student discipline."


Explanation
(This amendment provides the state share of funding to increase the second year teacher salary increase from 2.25 percent to 6.00 percent and moves up the beginning date for the salary increase to July 1, 1999. The amendment would tie the increase to additional accountability measures for teachers and for instructional supervisors.)
