Explanation
(This amendment is one of a block of amendments with the intent of dedicating all lottery proceeds of $310.3 million in the second year to capital outlay projects for local school divisions and public universities. This amendment dedicates all the lottery proceeds of $314.4 million the first year to the state share of public education, saving $123.5 million in basic aid costs. In the second year, the total lottery proceeds of $310.3 million would be used for capital outlay. A companion amendment in Item C-01 details the distribution of the second year amount. To make up the state share of lottery proceeds in the second year, $188.0 million is added back to basic aid. A companion amendment in Item 139 moves the lottery proceeds.)
