"i.  Out of the amounts for Educational Technology Payments, the Board of Education shall provide $340,000 the second year from the general fund to Newport News Public Schools for the division's Urban Education Innovation Zone."

Explanation
(The Newport News school division was successful in obtaining federal funding of $2,000,000 for a pilot program to ensure that low-income students have access to computer technology by linking schools, classroom, and libraries through local and wide area networks. The amendment would provide $340,000 in state funding to complete the infrastructure investment, specifically to setup and maintain six homework centers.)
