b.  As a condition of receiving these funds, a local governing body shall appropriate sufficient funds to their school division in order to maintain the same local effort on a per-pupil basis for operating programs as was provided in the previous fiscal year.  Each school division shall report to the Superintendent of Public Instruction, by May 1 the first year and by September 30 of each year thereafter, the amounts appropriated by their local governing board, on a form prescribed by the Superintendent of Public Instruction."


Explanation
(This amendment dedicates anticipated lottery proceeds of $314.4 million the first year and $310.3 million the second year to public education. Of this amount, localities would receive $123.5 million the first year and $122.8 million the second year as grants. As a condition on receipt of the grant, local governing bodies would be required to maintain the same local effort on a per-pupil basis as provided in the prior year. The amount distributed to each locality would be the same as proposed in the introduced budget. A companion amendment moves the lottery proceeds from Item 139.)
