Explanation
(This amendment allows a one-time transition payment for Virginia's Education for Independence programs. Historically, under the Carl D. Perkins Vocational and Technical Education Act, the federal law provided a 10.5 percent set-aside for Virginia's Education for Independence programs. These vocational education programs provide job skills and support services for single parents, displaced homemakers, young women needing to support themselves and their families, and other targeted groups. The current law, going into effect July 1, 1999, no longer provides the set-aside funding, but anticipates that the programs can be funding from the Workforce Investment Act. There is a one-year lag between the two federal funding sources. Therefore, this amendment would provide one-year transition funding from the state. There are currently 40 programs supported by these funds across the Commonwealth, 27 at community colleges and 13 in secondary schools. These programs serve 6,500 students.)
